You need to farm the Vi’dar’s blueprints in order to build the ship. The blueprints can be won through Borg-themed events. Alternatively, you can also purchase Vi’dar packs from the in-game store. You can either purchase the full amount or half of the blueprints required to build the ship. Not sure why the community still runs crews involving 7/8/9. Maybe they're superior at low research or against the lower level probes. Once you're at ops 34+, have a decently tiered Vidar, and are regularly hunting level 33 probes (and filling up your cargo hold each run), the optimal crew reduces to what I listed above. Borg Solo Armadas. These are basically the same as Dominion Solo Armadas, though so far at least the uncommons seem somewhat weaker. Using similar crew setups should provide good results for you.
