I noticed the other day while driving that the radiator fan was on. It seems to be on full blast too. The jeep isn't running hot at all. The temp needle never gets past half or even up to half way. When I start the jeep the fan is not on.

Low on power and running rough after warming up. My 98 TJ with the 2.5l has been acting up lately. It seems to run pretty normal when cold, but a few minutes after reaching normal running temp, it gradually seems to idle rougher and rougher, it's low on power and there's a drop in oil pressure.
