While this build is gear intensive it is very well rounded and can work well in High Reapers and in raids. There's another tool that does have items of all levels, called DDO Named Gear Planner, by Pfhoenix, which you could use to plan your lower-level gear. I use it in conjunction with DDO Builder whenever I work on a new build, and it's even got a filter so you can control what adventure packs / expansions it pulls from.
