Well, I discovered the cause after half an hour of troubleshooting. Apparently the variable fDefaultFoV= controls the distance of the power armor UI display. I had it mirroring my main FoVs (1st/3rd person), which was 100. Removing it from my Fallout4.ini caused the HUD to scale properly with this fix.

So I think I solved this for my 48" Ultrawide. In Fallout4Prefs.ini I put this in. bBorderless=1. bFull Screen=0. iSize H=1080. iSize W=3840. When I set bFull Screen to 1 it would keep crashing after about 15 seconds or so into a new game or loading an existing one.
