Both are useful in different scenarios, whips can stagger and stunlock really well and have higher range while peeler has higher dps/bleed proc and aoe. But if you had to choose one set peeler is usually the go to bleed weapon. Personally tho, I would do 2x whips even if it might be weaker.It also is substantially shorter, being the shortest of the twinblades, with knights tying with godskin for the longest. Looks like they count Eleonora's Poleblade as an S-tier arcane weapon... and I honestly don't see why. It felt pretty underwhelming due to its low damage output and blood buildup(it has like 57 buildup on +6 while godskin poleblade+7 is 87). Its weapon art is decent and good at staggering but too slow IMO. I'm 40 Dex and 27 Arcane now.
