A lot of things about biomes in general are confusing in the Remix seed (dontdigup), and by extension the Everything seed (getfixedboi). As an example, from what I can tell, everywhere undergound is considered both Cavern and Surface for fishing. Looking at the priority table on the wiki, Cavern is pretty low on the priority list.

This is not the case in getfixedboi. Simply standing in front of unsafe walls fulfils their spawn requirement. I'm split on whether this is intentional considering the nature of the seed or not since it's this "feature" isn't recorded in the getfixedboi wiki page.
